The Committee is part of the Authority’s control environment, tasked with providing independent advice to the Accounting Officer and the Authority and supporting them in their responsibilities for issues of audit, risk, internal control and governance.
The Committee oversees the Garda Síochána in its work to embed the Code of Ethics throughout the organisation. The groundwork for developing the Code of Ethics was undertaken by this Committee in 2016. The Committee worked to prepare a draft and undertaken public consultations on the Code which was established by the Authority in December 2016 and launched in January 2017.
The Committee monitors and evaluates the day-to-day performance of the Garda Síochána, with a particular focus on progress made against the annual Policing Plan. The Committee provides advice to the Authority on determining the annual Policing Priorities and performance targets and on the Garda Síochána Strategy Statement, annual Policing Plan and Annual Reports.
The Committee oversees the transformation and modernisation programme in the Garda Síochána, with a particular emphasis on the implementation of the recommendations of the Garda Inspectorate Report ‘Changing Policing in Ireland’ and oversight of the delivery of the Garda Síochána Modernisation and Renewal Programme.
The Committee provides governance and quality assurance with regard to the Authority’s selection competitions undertaken for appointment to the ranks of Assistant Commissioner, Chief Superintendent and Superintendent in the Garda Síochána.
